RUSTON, La. The National Security Agency (NSA) and Department of Homeland Security (DHS) has designated Louisiana Tech University as a National Center of Academic Excellence in Information Assurance Research from the National Security Agency and the Department of Homeland Security for academic years 2012 through 2017.

The designation is the nation's premier academic certification for cybersecurity research and is the second such honor that Louisiana Tech has received from the NSA and DHS. Last year, Louisiana Tech was designated as a National Center of Academic Excellence in Information Assurance Education.

Louisiana Tech is one of only 35 comprehensive research universities in the nation and the only university in the State of Louisiana to attain both designations.

"These designations of excellence are validation of the great effort that has been placed on information assurance and cybersecurity at Louisiana Tech," said Dr. Tom Roberts, director of Louisiana Tech's Center for Information Assurance. "The teaching and research efforts at Tech across multiple colleges is amazing. The College of Engineering and Science is developing some amazing cyber programs and conducting cutting edge research in cybersecurity while the College of Business has its information assurance program and is conducting some exciting operational organizational research in cybersecurity.

"The impact is pretty amazing given that the academic programs range from K-12 with the Cyber Discovery program to doctoral programs in both colleges."

The academic institutions honored by the NSA and DHS are recognized leaders in information assurance and cybersecurity with graduates of their programs often developing into cyber experts who help to protect national-security information systems, commercial networks, and critical information infrastructure in both the private and public sectors.

"Dr. Roberts, Dean James Lumpkin and the College of Business are to be commended for their leadership in achievement of this distinction," said Dr. Les Guice, vice president for research and development at Louisiana Tech. "It represents the strong commitment to cyber research and education by our faculty. This designation will enable the institution to capitalize upon other grants and allow our faculty to provide more support for the nation in this critical area of national security."

The NSA and DHS jointly sponsor the National Centers of Academic Excellence in Information Assurance Education and Research programs. The goal of these programs is to reduce vulnerability in the national information infrastructure by promoting higher education and research in information assurance and producing a growing number of professionals with information assurance expertise in various disciplines.

"Without a doubt, these designations put Louisiana Tech among the nation's leaders in information assurance and cybersecurity, and they offer great opportunities for our current and future students," Roberts said. "It is also satisfying that we are helping to address the nation's critical shortage of professionals with these skills in cyberspace."

Louisiana Tech will officially receive their designation during the 16th Annual Conference of the Colloquium for Information Systems Security Education, June 11 in Lake Buena Vista, Florida.

US eyes more cuts in India's oil imports from Iran

(AP) ? U.S. Secretary of State Hillary Rodham Clinton will use a two-day visit to India this week to urge further reductions in Indian imports of Iranian oil.

A senior official traveling with Clinton in Bangladesh ahead of her arrival in India on Sunday said the matter will be at the top of the secretary's agenda in talks with Indian leaders.

India, which has tremendous energy needs to fuel its rapid growth, has made some progress in easing its dependence on Iranian oil, but the official said the U.S. wants to see more.

The official, who spoke on condition of anonymity to preview Clinton's private discussions in Kolkata and New Delhi, said the "trend lines are good" but "we really need to receive assurances that they are going to continue to make good progress."

The official noted that India had recently stepped up imports of oil from Saudi Arabia to make up for the reduction in Iranian oil and that the U.S. was eager to see the Indians explore other alternatives.

Like other major consumers of Iranian oil, India could face U.S. sanctions by the end of June if the Obama administration determines it has not made significant cuts in imports under a law aimed at squeezing Iran's petroleum industry to press the country to comply with international demands over its nuclear program.

A dozen European nations and Japan have already been spared from those sanctions after the administration determined they had substantially reduced their Iranian oil imports. India, along with China, South Korea, Turkey and South Africa have still not received such waivers.

The U.S. special envoy for global energy issues, Carlos Pasqual, will visit India later in May to follow up on Clinton's talks, the official said.

Because of its energy needs, India has bristled at U.S. calls to seek alternatives to cheap Iranian oil. The official said the Indian parliament is especially resistant to comply with demands from Washington on Iran.

After visiting Kolkata, India's major eastern city, Clinton will travel on Monday to New Delhi where her visit will coincide with that of a major Iranian trade delegation seeking opportunities in the Indian market. The U.S. official downplayed the presence of the delegation, which he said was centered on consumer goods. "I don't think we are too concerned about it," he said.

In her talks with Indian officials, Clinton will also be pressing for the country to continue economic reforms and trade liberalization, including dropping restrictions on foreign investment in the finance sector and allowing large western retailers to open up, the official said.

Pro-EU camp faces nationalists in Serbia vote

BELGRADE, Serbia (AP) ? Serbs voted Sunday in a national election that gave them a sharp choice between a pro-Western government or one that would bring back to power former nationalist allies of the late Balkan strongman Slobodan Milosevic.

The election for president, Parliament and local authorities will determine the pace of Serbia's European Union-demanded economic and social reforms, after being an isolated pariah state under Milosevic in the 1990s for his warmongering policies.

The ballots also could determine whether Serbia continues to reconcile with its neighbors and wartime foes, including the former province of Kosovo which declared independence in 2008.

The two leading contenders in presidential and parliamentary elections are Boris Tadic and his pro-EU Democratic Party, and Milosevic's former ally Tomislav Nikolic, whose nationalist Serbian Progressive Party has benefited from the EU's economic troubles, which have dimmed the bloc's allure for many Serbs.

The vote comes amid the country's deep economic crisis ? including a 24 percent unemployment rate ? and huge public discontent with plummeting living standards.

Nikolic claims to have shifted from being staunchly anti-Western to pro-EU. But that is not taken at face value by many Serbs and Western officials because the former far-right politician only a few years ago stated that he would rather see Serbia become a Russian province than an EU member.

Tadic ? considered a moderate ? advocates quick EU entry, while Nikolic ? who has Russian support ? says he wants to see Serbia "both in the West and East."

Nikolic says Serbia should not be an EU member, if the bloc demands that Serbia give up its claim on Kosovo, which is considered the cradle of the Serbian state and religion.

Tensions were high in Kosovo on Sunday as minority Serbs defied ethnic Albanian authorities and voted in the Serbian elections. NATO has recently reinforced its quick-reaction battalion in Kosovo, bringing its total strength to about 7,000 troops, because of the tensions caused by the vote.

Kosovo said it would block voting in local elections in Serb-dominated northern Kosovo, claiming it would undermine its sovereignty, but Serbs there do not recognize the government in Pristina, Kosovo's capital. Kosovo authorities, who are primarily ethnic Albanian, have little authority in northern Kosovo.

Recent pre-election polls have suggested that Tadic's camp trailed Nikolic's bloc by a few percentage points in the parliamentary race, but with the Democrats having better chances of persuading smaller parties to form the next coalition government ? just as they did after the election four years ago.

A presidential runoff is expected on May 20, as both Tadic and Nikolic are unlikely to get more than 50 percent of the first round vote that includes 12 candidates.

Tadic's popularity has fallen because of Serbia's economic problems and alleged corruption among the ruling elite. Faced with the global financial crisis, which slowed down much needed foreign investments, his government has seen massive job losses and falling living standards.

Nikolic has gained voter support by criticizing widespread social injustice and for promising jobs, financial security and billions of dollars in foreign investments, if he and his party win the election.

The possible victory of the former ultranationalists would represent their return to power for the first time since Milosevic was ousted by pro-Western forces in 2000. Milosevic died in his prison cell during his war crimes trial at a U.N. tribunal in the Netherlands in 2006.
